Several Guidelines on Political Life within the Party under the New Situation

The key to running China's affairs well lies in the Party, and the Party must manage and strictly govern the Party. To govern the Party, we must start from the political life within the Party, and to govern the Party strictly, we must start from the political life within the Party.

Carrying out serious and earnest intra party political life is our party's fine tradition and political advantage. In long-term practice, our party has insisted on carrying out serious and serious intra party political life as an important task of party building, and has formed basic norms of intra party political life with the main contents of seeking truth from facts, integrating theory with practice, keeping close contact with the masses, criticism and self-criticism, democratic centralism, and strict Party discipline. It has accumulated rich experience in consolidating the party's unity, concentration and unity, maintaining the party's progressiveness and purity, and enhancing the party's vitality. It has played an important role in ensuring the completion of the party's central tasks in various historical periods.

In 1980, the Fifth Plenary Session of the Eleventh Central Committee of the Communist Party of China deeply summarized historical experience, especially the lessons of the Cultural Revolution, and formulated the "Several Guidelines for Political Life within the Party", which played an important role in rectifying chaos, restoring and improving political life within the Party, and promoting Party building. Its main principles and provisions are still applicable today and must be continued to be adhered to.

Under the new situation, the overall political life within the party is good. At the same time, there have been some prominent problems in the political life within the party for a period of time, mainly: among some party members, cadres, and senior cadres, their ideals and beliefs are not firm, they are disloyal to the party, discipline is lax, they are detached from the masses, they act arbitrarily, they engage in fraud, and they are lazy and inactive. Individualism, decentralization, liberalism, good people's ideology, sectarianism, factionalism, and materialism exist to varying degrees. Formalism, bureaucracy, hedonism, and extravagance are prominent issues. The phenomena of nepotism, running for official positions, buying and selling official positions, and campaigning and bribery continue to be rampant. Abuse of power, corruption, bribery, corruption, and misconduct are rampant. Especially among senior officials, a very small number of them have inflated political ambitions and become obsessed with power, engaging in political conspiracies such as openly following the law, forming factions for personal gain, forming cliques, and seeking power. These problems seriously erode the ideological and moral foundation of the Party, seriously undermine the unity and centralization of the Party, seriously damage the political ecology and image of the Party, and seriously affect the development of the Party and the people's cause. This requires us to continue to strengthen the Party building with the spirit of reform and innovation, enhance and regulate the political life within the Party, and comprehensively improve the scientific level of Party building.

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has set an example through its own actions, resolutely advanced the comprehensive and strict governance of the Party, adhered to the close integration of ideological Party building and institutional Party governance, focused on rectifying the Party's work style, severely punished corruption, purified the political ecosystem within the Party, and brought about a new atmosphere in the political life within the Party. This has won the hearts and minds of the Party members and the people, and provided an important guarantee for creating a new situation in the cause of the Party and the country.

Historical experience shows that our Party, as a Marxist political party, must clearly uphold political principles and conduct intraparty political activities in a serious manner. To better carry out the great struggle with many new historical features, advance the great new project of Party building, promote the great cause of socialism with Chinese characteristics, withstand the "four tests" and overcome the "four dangers", it is necessary to formulate a code for intraparty political life under the new situation.

To strengthen and standardize the political life within the Party in the new situation, we must take the Party Constitution as the fundamental principle, adhere to the Party's political line, ideological line, organizational line and mass line, focus on enhancing the political, epochal, principled and militant nature of the political life within the Party, focus on strengthening the Party's ability to self purify, self improve, self innovate and self improve, focus on improving the Party's leadership and governance level, enhance its ability to resist corruption, prevent degeneration and resist risks, focus on safeguarding the authority of the Central Committee of the Party, ensure the unity and unity of the Party, maintain the progressiveness and purity of the Party, and strive to form a political situation in which the whole Party has both concentration and democracy, discipline and freedom, unity of will and personal ease and liveliness.

Under the new situation, strengthening and regulating the political life within the Party should focus on leading organs and cadres at all levels, and the key is senior cadres, especially the members of the Central Committee, the Central Political Bureau, and the Standing Committee of the Central Political Bureau. Senior cadres, especially members of the central leadership, must lead by example, abide by the Party Constitution and rules, strictly observe the Party's political discipline and rules, adhere to their original aspirations, continue to move forward, take the lead in setting an example, and set an example for the whole Party and society.

1、 Firmly uphold ideals and beliefs

The lofty ideal of communism and the common ideal of socialism with Chinese characteristics are the spiritual pillar and political soul of the CPC, as well as the ideological basis for maintaining the unity and unity of the Party. We must attach great importance to ideological and political construction, and regard firm ideals and beliefs as the primary task in carrying out political life within the party.

The wavering of ideal beliefs is the most dangerous wavering, and the landslide of ideal beliefs is the most dangerous landslide. All Party members must regard their faith in Marxism, socialism, and communism as their lifelong pursuit. While transforming the objective world, they must constantly transform the subjective world, solve the problem of the "master switch" of worldview, outlook on life, and values, continuously enhance their political determination, and consciously become firm believers and faithful practitioners of the lofty ideal of communism and the common ideal of socialism with Chinese characteristics; We must firmly maintain confidence in the path, theory, system, and culture of socialism with Chinese characteristics. Leading cadres, especially senior cadres, should use practical actions to make Party members and the masses feel the powerful force of their ideals and beliefs.

All Party members must always maintain the spirit of struggle of the CPC people when the Party was founded, embody the firmness of ideals and beliefs in the process of doing their job well, consciously work hard to promote the cause of socialism with Chinese characteristics, do not feel proud or complacent in victory and prosperity, do not lose heart and do not waver in difficulties and adversity, withstand all kinds of praise and temptation tests, withstand all kinds of risks and challenges tests, and maintain the political nature of Communists forever.

To firmly uphold ideals and beliefs, it is necessary to strengthen learning. A firm and clear understanding of ideology and theory is a prerequisite for political firmness. The whole Party must unwaveringly adhere to the guiding ideology of Marxism, Party organizations at all levels must persistently strengthen theoretical armament, and Party members and cadres, especially senior cadres, must consciously study and enhance their Party spirit. Make Marxist theory a compulsory course, study Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the Three Represents, the Scientific Outlook on Development, study the spirit of General Secretary Xi Jinping's series of important speeches, study the Party Constitution and rules, and continuously improve Marxist ideological consciousness and theoretical level. Systematically grasp the basic principles of Marxism, learn to observe, analyze, and solve problems from a Marxist standpoint, viewpoint, and method, especially focus on practical problems, and continuously deepen understanding of the laws of Communist Party governance, socialist construction, and human social development. To adapt to the requirements of the progress of the times and the development of the cause, we need to extensively study economics, politics, culture, society, ecological civilization, philosophy, history, law, science and technology, national defense, international and other knowledge, improve our strategic thinking, innovative thinking, dialectical thinking, rule of law thinking, and bottom line thinking abilities, and enhance our professional leadership skills.

Adhere to and innovate the intra party learning system. Party organizations at all levels should regularly carry out collective learning, with the Party committee (Party group) central group learning and other systems as the main focus. Party members and cadres must complete the prescribed learning tasks every year, and leading cadres must regularly participate in party school learning. Persist in carrying out centralized learning and education within the Party. Party organizations at all levels should strengthen supervision and inspection, and make learning progress an important part of the assessment of leadership teams and cadres. Adhere to the system of central leadership comrades making special reports. We will improve the system for analyzing and studying major ideological and theoretical issues within the Party and for reporting information, strengthen Internet ideological and theoretical guidance, clarify in-depth ideological and theoretical issues, help Party members and cadres stand firm in their political positions, distinguish between right and wrong, and resolutely resist the erosion of wrong ideas.

2、 Adhere to the Party's basic line

The basic line of the Party in the primary stage of socialism is the lifeline of the Party and the country, the happiness line of the people, and the fundamental guarantee for the normal development of political life within the Party. We must fully implement the Party's basic line, unify the two basic points of putting economic construction at the center and adhering to the Four Cardinal Principles and reform and opening up with the great practice of socialism with Chinese characteristics, and never deviate or waver at any time.

The whole party must unwaveringly adhere to the central task of economic construction, concentrate on development as the top priority of the party's governance and national rejuvenation, adhere to the people-centered development ideology, coordinate the overall layout of the "Five in One" and the coordinated promotion of the "Four Comprehensives" strategic layout, adhere to the development concept of innovation, coordination, green, openness, and sharing, strive to improve the quality and efficiency of development, continuously improve people's living standards, and lay a solid material foundation for achieving the "Two Centenary Goals" and realizing the Chinese Dream of great rejuvenation of the Chinese nation.

The whole party must unwaveringly adhere to the Four Cardinal Principles, fundamentally upholding the leadership of the Party, adhering to the path of socialism with Chinese characteristics, the theoretical system of socialism with Chinese characteristics, the system of socialism with Chinese characteristics, and the culture of socialism with Chinese characteristics. We must remain clear headed, firm in our stance, and unwaveringly adhere to and develop socialism with Chinese characteristics.

The whole party must unwaveringly adhere to reform and opening up, give full play to the pioneering spirit of the masses, be brave in self revolution, be brave in promoting theoretical innovation, practical innovation, institutional innovation, cultural innovation, and other aspects of innovation, resolutely implement the basic national policy of opening up to the outside world, and never be content with the current situation or stick to old ways. Under the new situation, the Party leads the people to comprehensively deepen reforms in order to promote the self-improvement and development of the socialist system with Chinese characteristics, advance the modernization of the national governance system and governance capacity, and neither follow the old path of closed and rigid governance nor the evil path of changing flags.

The whole Party must integrate the adherence to the Party's ideological line throughout the entire process of implementing the Party's basic line, adhere to emancipating the mind, seeking truth from facts, keeping pace with the times, seeking truth and being pragmatic, adhere to the integration of theory with practice, start from reality, test and develop truth in practice, oppose all erroneous tendencies that negate Marxism, and eliminate dogmatic understanding of Marxism. Adhere to the basic national condition that our country is still in and will remain in the primary stage of socialism for a long time, continuously study new situations, summarize new experiences, solve new problems, and continuously promote the sinicization of Marxism.

The whole Party must resolutely defend the Party's basic line, and must firmly oppose and resist any words and deeds that negate the Party's leadership, the socialist system of our country, and the reform and opening up, distort, vilify, or negate socialism with Chinese characteristics, distort, vilify, or negate the Party's history, the history of the People's Republic of China, and the history of the People's Army, distort, vilify, or negate the Party's leaders and heroic models, and all words and deeds that violate, distort, or negate the Party's basic line.

To assess and identify cadres, especially senior cadres, it is necessary to first see whether they firmly implement the Party's basic line. Party members and cadres, especially senior cadres, should not have ambiguous attitudes, shake their basic political stance, or be influenced by erroneous remarks in the face of major issues. When the interests of the people are harmed, the image of the Party and the country is damaged, and the Party's ruling position is threatened, we must step forward, show a clear attitude, and actively and resolutely carry out the struggle. For those who lack a stance, attitude, indifference, and detachment on major issues of right and wrong, do not resist or fight in the face of erroneous words and actions, and are politically unqualified such as being a good person, we will resolutely not use them. Those who are already in leadership positions should be resolutely adjusted, and those with serious circumstances should be dealt with severely.

3、 Resolutely uphold the authority of the Party Central Committee

Resolutely safeguarding the authority of the Party Central Committee and ensuring the implementation of Party wide prohibitions is crucial to the future and destiny of the Party and the country, the fundamental interests of all ethnic groups in the country, and an important goal of strengthening and regulating political life within the Party. We must adhere to the principle that individual Party members obey the Party organization, the minority obey the majority, lower level organizations obey higher-level organizations, all Party organizations and all Party members obey the National Congress and the Central Committee of the Party, and the core is that all Party organizations and all Party members obey the National Congress and the Central Committee of the Party.

To uphold the leadership of the Party, the first step is to adhere to the centralized and unified leadership of the Party Central Committee. The leadership core is crucial for a country or a political party. The whole party must firmly establish political consciousness, overall situation consciousness, core consciousness, and alignment consciousness, and consciously maintain a high degree of consistency with the Party Central Committee in ideology, politics, and action. All levels of Party organizations, all Party members, especially senior cadres, should align with the Party Central Committee, align with the Party's theories, line, principles, and policies, align with the Party Central Committee's decisions and deployments, and resolutely respond to the Party Central Committee's advocacy, resolutely implement the Party Central Committee's decisions, and resolutely refrain from doing what the Party Central Committee prohibits.

On major principles and policies involving the whole Party and the whole country, only the Central Committee of the Communist Party of China has the authority to make decisions and give interpretations. Party organizations and leading Party cadres in various departments and localities may put forward suggestions to the Central Committee, but they must not arbitrarily make decisions or publicly express their own positions. If there are different opinions on the resolutions and policies formulated by the Central Committee, on the premise of resolutely implementing them, one may put forward reserved opinions to the Party organization, or submit one's own opinions to higher Party organizations up to the Central Committee in accordance with organizational procedures.

The whole Party must consciously submit to the leadership of the Central Committee of the Communist Party of China. The Party organizations of the National People's Congress, the State Council, the National Committee of the Chinese People's Political Consultative Conference, the Central Commission for Discipline Inspection, the Supreme People's Court, the Supreme People's Procuratorate, all central and state organs, the People's Liberation Army, people's organizations, localities, enterprises, public institutions and social organizations must implement the decisions and arrangements of the Central Committee without reservation.

The whole Party must strictly implement the system of requesting instructions and reporting on major issues. The Party organizations of the Standing Committee of the National People's Congress, the State Council, the National Committee of the Chinese People's Political Consultative Conference, the Central Commission for Discipline Inspection, the Supreme People's Court, the Supreme People's Procuratorate, all central and state organs, people's organizations, and all provinces, autonomous regions, and municipalities directly under the Central Government shall report their work to the Central Committee of the Communist Party of China on a regular basis. When studying major matters involving the overall situation or making major decisions, they shall promptly request instructions from and report to the Central Committee; they shall submit special reports on the implementation of important decisions made by the Central Committee. In case of sudden major issues or major problems in work, they shall promptly request instructions from and report to the Central Committee; if the situation is urgent and requires immediate handling, they shall perform their duties and do their best in the work, and report promptly.

The Party committees of provinces, autonomous regions, and municipalities directly under the Central Government carry out their work under the leadership of the Central Committee of the Communist Party of China. Party organizations and leading cadres in various organizations at the same level must consciously accept the leadership of the Party committee at the same level, be responsible to it, and promptly request instructions from and report to it on major matters and important situations.

The whole Party must consciously guard against and oppose individualism, decentralism, liberalism, and departmentalism. With regard to the decisions and arrangements of the Central Committee, no Party organization or Party member is allowed to implement those they agree with and disregard those they disagree with; nor are they allowed to act first and report later, let alone be duplicitous or comply in public but oppose in private. For work arrangements within the functions and powers of departments and localities, they must be premised on implementing the decisions and arrangements of the Central Committee, and initiative, enthusiasm, and creativity should be brought into play. However, it is by no means allowed to act on one's own will or go one's own way; it is never allowed to disobey orders or ignore prohibitions; and it is absolutely not allowed to make policies of one's own to counteract the central policies.

4、 Strictly enforce the political discipline of the Party

Strict discipline is an important guarantee for the unified will, unified action, and coordinated progress of the entire party, and is an important part of the political life within the party. We must strictly enforce the discipline of the Party, put discipline at the forefront, and govern the Party with iron discipline.

Adhere to the principle of equality before discipline, there is no privilege in obeying discipline, and there are no exceptions in enforcing discipline. There must be no special organizations or special party members within the party who are not bound by discipline. Every party member must have reverence for and strictly abide by the party's discipline, and must not violate the party's discipline at any time or under any circumstances. All levels of Party organizations and all Party members must resolutely fight against all behaviors that violate Party discipline.

Political discipline is the most fundamental and important discipline of the Party, and adhering to the Party's political discipline is the foundation for adhering to all Party disciplines. The entire Party, especially senior cadres, must strictly abide by the Party's political discipline and rules. Party members are not allowed to spread statements that violate the Party's theory, line, principles, and policies, publicly express statements that violate the decisions of the Party Central Committee, disclose Party and state secrets, participate in illegal organizations and activities, create and spread political rumors, or make statements that defame the image of the Party and the country. Party members are not allowed to engage in feudal superstition, believe in religion, participate in cults, condone or support religious extremist forces, ethnic separatist forces, violent terrorist forces and their activities.

Party members and cadres, especially senior cadres, are not allowed to establish small factions, circles, or groups within the party. It is strictly prohibited to establish personal relationships, cultivate personal power, or form interest groups within the party. We must strictly guard against those who take shortcuts, form cliques, and form cliques, and handle them according to discipline and regulations. Resolutely prevent ambitious and conspirators from stealing party and state power.

All levels of Party organizations and all Party members must be loyal, honest, and upright to the Party, speak the truth, handle honest affairs, and be honest people. They must truthfully report and report the situation to the Party, oppose double dealing and being a "double faced person", oppose fraud, exaggeration, and concealment of the truth and reporting good news but not bad news. Leadership organs and leading cadres are not allowed to condone, incite, imply or force subordinates to tell lies under any reason or name. Anyone who causes significant losses to the cause of the Party and the people by falsifying or concealing the truth, anyone who obtains honor, status, rewards or other benefits by falsifying or concealing the truth, and anyone who condones, instigates, implies or forces subordinates to falsify or conceal the truth, shall be held accountable in accordance with discipline and regulations. Comrades who adhere to principles and dare to speak the truth should be supported, protected, and encouraged.

Within the party, it is not allowed to engage in idle talk, flattery, or flattery. The promotion of leaders should be truthful, and flattery is prohibited. It is forbidden to congratulate leaders on their birthdays, give gifts, or send tribute letters. It is also forbidden to organize welcoming and sending off activities, post slogans, beat drums and gongs, lay red carpets, hold banquets, etc. during the domestic inspection of leading cadres.

Party organizations at all levels must shoulder the responsibility of implementing and maintaining political discipline and rules, and resolutely criticize and stop behaviors that violate political discipline, rather than allowing them to go unchecked. Party organizations at all levels and disciplinary inspection agencies should strengthen supervision and inspection of disciplinary enforcement, resolutely prevent and correct the problem of lax enforcement of discipline.

5、 Maintain the flesh and blood connection between the Party and the people

The people's stance is the fundamental political stance of the Party, and the people are the source of the Party's strength. Our party comes from the people. Without the support and endorsement of the people, the party will lose its foundation. We must take the fundamental purpose of serving the people wholeheartedly and maintaining the flesh and blood connection between the Party and the people as the fundamental requirement for strengthening and regulating the political life within the Party.

The whole party must firmly establish the historical materialist viewpoint that the people are the creators of history, stand firm on the position of the masses, and enhance their emotions. All levels of Party organizations, all Party members, especially leading organs and cadres at all levels, must implement the Party's mass line, do everything for the people, rely on the people, come from the people, go to the people, do practical things and solve problems for the people, and be good public servants. We must adhere to the principle of asking the people about politics, needs, and strategies, and never allow ourselves to be arrogant or domineering in front of the masses. We must never allow ourselves to be officials or masters who ignore the suffering of the masses, nor do we allow us to oppress the masses, harm or encroach on their interests. We will improve and innovate the method of connecting with the masses, establish and improve systems such as public opinion surveys, use traditional media, the Internet and other channels to understand social conditions and public opinion, listen to the voice of the masses, close the relationship between the party and the masses, and take responsibility for both the superior and the subordinate, and strive to achieve, protect, and develop the fundamental interests of the overwhelming majority of the people.

The whole party must resolutely oppose formalism, bureaucracy, hedonism, and extravagance, and leading cadres, especially senior cadres, should lead by example. Opposing formalism focuses on addressing issues such as superficial work style, lack of substance in work, superficiality, and the pursuit of false reputation and deception. Opposing bureaucracy focuses on solving problems such as detachment from reality, detachment from the masses, passive coping, buck passing, domineering style, and obsession with privileges. Opposing hedonism focuses on addressing issues such as the pursuit of fame and fortune, the greed for enjoyment, the emphasis on extravagance, and the loss of ambition through playing with things. To oppose the trend of extravagance, the key is to solve problems such as extravagance, waste, extravagance, debauchery, and corruption. We must adhere to the principles of regular, detailed, and long-term implementation, especially in preventing and investigating various hidden and mutated "four winds" problems, and normalize and sustain the implementation of the spirit of the Central Eight point Regulation.

All levels of Party organizations, all Party members, especially leading cadres, must enhance their ability to work with the masses. They must not only serve the masses, but also lead the masses to steadfastly implement the Party's theories, line, principles, and policies, turn the Party's propositions into conscious actions of the masses, and lead the masses to listen to the Party and follow the Party. Resolutely oppose commandism, resolutely oppose "tailism", and do not allow arbitrary decisions or wishes that are detached from reality for personal achievements, votes, and image.

Adhere to the system of conducting investigations and research on leading cadres, regularly receiving visits from the masses, having heart to heart talks with cadres and the masses, and evaluating the satisfaction of the masses. Leaders at all levels must go deep into reality, grassroots, and the masses, and go to places with difficult conditions, complex situations, and prominent contradictions to solve problems, and do everything possible to solve problems for the masses. Leaders and cadres going to the grassroots level should be down-to-earth, follow the rules with ease, understand the situation, supervise implementation, solve problems, and resolutely oppose showmanship and sensationalism. All behaviors that engage in "image projects" and "performance projects" that harm people and money must be held accountable and dealt with in accordance with discipline and the law. In dealing with major security incidents, major emergencies, major natural disasters and other events, leading cadres must go deep into the front line, command from the front, coordinate and solve prominent problems in a timely manner, and respond to social concerns in a timely manner.

Party members and cadres must take into account the overall situation, consciously maintain social harmony and stability, and report problems involving their own interests and local interests to their superiors through normal channels. They should actively do a good job in resolving social conflicts and preventing social risks, and are not allowed to organize, participate in, or condone illegal activities that disrupt social order.

6、 Adhere to the principle of democratic centralism

Democratic centralism is the fundamental organizational principle of the Party and an important institutional guarantee for the normal development of political life within the Party. Adhering to the system of collective leadership and combining collective leadership with individual division of labor and responsibility is an important component of democratic centralism, which must always be upheld. No organization or individual is allowed to violate this system for any reason under any circumstances.

Party committees (party groups) at all levels must adhere to the collective leadership system. For major issues, the principles of collective leadership, democratic concentration, individual deliberation, and meeting decision-making should be followed, and decisions should be made through collective discussion and by the majority. It is not allowed to replace the leadership of the Party committee and its standing committee (or Party group) with other forms. Implement the rules of procedure and decision-making procedures of the Standing Committee of the Party Committee (or Party Group), improve the system of regular reporting of work by the Standing Committee to the National Committee and accepting supervision, resolutely oppose and prevent arbitrary and unilateral actions or each acting independently, resolutely oppose and prevent discussions without decisions, decisions without implementation, and actions without substance, and resolutely oppose and prevent collective violations in the name of collective decision-making by the Party Committee. Party committees (party groups) at all levels should be good at observing the overall situation, grasping major events, and managing the overall situation, timely discovering and resolving contradictions and difficulties, without pushing or unloading, and leaving no sequelae. Establish a system for higher-level organizations to solicit opinions from lower level organizations before making important decisions related to them.

Members of the leadership team must enhance their overall perspective and sense of responsibility, fully express their opinions during research work, and follow through on decisions once they are made. They must not go against collective decisions and act independently. Resolutely oppose and correct incorrect words and actions such as not speaking in person, speaking behind the scenes, not speaking in meetings, speaking after meetings, and speaking in person and behind the scenes. Adhere to principles and rules, and jointly maintain unity based on the principle of upholding party spirit.

The main responsible comrades of the Party committee (Party group) must promote democracy, be good at concentration, and dare to take responsibility. When researching and discussing issues, one should treat oneself as an equal member of the team, fully promote democracy, strictly follow procedures for decision-making, and act according to rules. Pay attention to listening to different opinions, correctly treat minority opinions, and avoid a one size fits all or even parental system. Support the team members to carry out their work independently within the scope of their responsibilities, resolutely prevent and overcome the so-called collective leadership, in fact, individuals or a few people the final say, and resolutely prevent and overcome the so-called collective responsibility, in fact, no one is responsible.

Members of the leadership team must resolutely implement the decisions of the party organization. If there are different opinions, they can retain or raise them to the higher-level party organization. However, before the higher-level or current level party organization changes the decision, except for emergency situations where the implementation of the decision will immediately cause serious consequences, the decision already made must be unconditionally implemented.
