Regulations on the Protection of Rights of Members of the Communist Party of China

Chapter I General Provisions

Article 1 This Regulation is formulated in accordance with the Constitution of the Communist Party of China for the purposes of upholding the Party's leadership, strengthening Party building, developing inner-Party democracy, protecting the rights of Party members, and enhancing the vitality of the Party.

Article 2 The protection of Party members' rights shall be guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It shall enhance the "Four Consciousnesses", strengthen the "Four Confidences", and achieve the "Two Maintenances", stay true to the original aspiration and keep in mind the mission, unswervingly exercise full and strict governance over the Party, promote Party organizations at all levels to implement and safeguard the rights of Party members, stimulate the enthusiasm, initiative, and creativity of the broad masses of Party members, enhance the creativity, cohesion, and combat effectiveness of the Party, and preserve the advanced nature and purity of the Party, so as to contribute to building a modern socialist country in an all-round way and realizing the great rejuvenation of the Chinese nation.

Article 3 The protection of Party members' rights shall follow the following principles:

(1) Adhere to the combination of democracy and centralism, which not only stimulates Party members' enthusiasm for participating in inner-Party affairs, but also requires Party members to exercise their rights in accordance with the principles of Party spirit;

(2) Adhere to the unity of obligations and rights, earnestly perform the obligations stipulated in the Party Constitution, correctly exercise various rights, and act within the scope of the Constitution and laws;

(3) Adhere to equality before Party discipline, and no Party member shall be allowed to enjoy privileges;

(4) Persist in fully and comprehensively protecting the rights of Party members, improve measures for rights protection, unblock channels for exercising rights, and enhance the effectiveness of work.

Article 4 Party organizations must respect the principal position of Party members, strengthen the political responsibility for governing the Party, integrate the protection of Party members' rights into Party building in the new era, strictly safeguard all rights of Party members in accordance with the Party Constitution and other intra-Party regulations, and improve the institutional mechanisms for protecting Party members' rights.

Party members should strengthen their sense of Party consciousness and subjective awareness, regard the exercise of rights stipulated in the Party Constitution as their due responsibility to the Party, speak the truth, tell the facts, and express their innermost thoughts to Party organizations, dare to take on responsibilities, abide by disciplinary rules, and exercise their rights correctly.

Article 5 Any act that infringes upon the rights of Party members must be investigated. Party organizations shall, on the basis of facts and by taking the Party Constitution, Party rules and discipline as the criterion, make determinations and handle acts that infringe upon the rights of Party members.

Chapter II Exercise of Party Members' Rights

Article 6 All rights enjoyed by Party members as stipulated in the Party Constitution must be respected and protected, and no Party organization at any level or any Party member has the right to deprive them of these rights. Probationary Party members enjoy the same rights as full Party members, except that they do not have the right to vote, the right to stand for election, or the right to be elected.

When exercising their rights, Party members must not infringe upon the rights of other Party members.

Article 7 Party members have the right to know about internal Party affairs. They have the right to attend relevant Party meetings, read relevant Party documents in accordance with regulations, and learn about the Party's line, principles, policies and resolutions, as well as the implementation of the Central Committee's decisions and arrangements by their own Party organizations, the decisions of higher-level Party organizations, the fulfillment of the main responsibility for comprehensively and strictly governing the Party, the conduct of key work, and other internal Party affairs.

Article 8 Party members have the right to receive Party education and training. They have the right to put forward requirements for education and training, and to participate in centralized learning and education, special learning and education, centralized rotation training, full-time training, and online training arranged by Party organizations.

Article 9 Party members have the right to participate in discussions within the Party. They have the right to take part in study and discussions on the Party's theories and policies at Party meetings, in Party newspapers and periodicals, and fully express their opinions; they have the right, in accordance with regulations, to participate in discussions on important decisions and major issues within the Party, take part in activities such as soliciting opinions organized by Party organizations, reflect the true situation, and actively put forward suggestions and advice.

In the process of discussing the Party's basic theories, basic line, and basic strategies, Party members should consciously maintain a high degree of consistency with the Central Committee of the Communist Party of China.

Article 10 Party members have the right to make suggestions and proposals within the Party. They have the right to put forward suggestions and proposals orally or in writing on various aspects of the work of their own Party organization, higher-level Party organizations up to the Central Committee. They also have the right, in accordance with relevant regulations, to recommend outstanding cadres in the selection and appointment of cadres, and to put forward suggestions on the Party's work during the inspections, tours of inspection, and supervision and inspection conducted by Party organizations.

Article 11 Party members have the right to exercise supervision within the Party. They have the right, on the basis of facts, to criticize any Party organization or any Party member orally or in writing at Party meetings, to expose and demand correction of shortcomings and problems in work, and to point out the shortcomings and mistakes of leading cadres and other Party members in democratic evaluation. They have the right to report their opinions on their own Party organizations, leading cadres, and other Party members to Party organizations. Written criticisms put forward by Party members shall be submitted to the criticized persons or relevant Party organizations in accordance with regulations.

Party members have the right to responsibly expose and report to Party organizations the facts of disciplinary violations and illegal acts by any Party organization or any Party member, and put forward demands for handling and disciplining the Party organizations and Party members that have committed disciplinary violations and illegal acts.

When Party members conduct criticism, expose or report issues, or put forward demands for handling or disciplinary action, they shall do so through organizational channels. They must not arbitrarily spread or disseminate such information through the internet, must not exaggerate or distort facts, and must never fabricate facts or make false accusations to frame others.

Article 12 Party members have the right to propose the removal or replacement of leading officials within the Party. They have the right to report to their own Party organization or a higher-level Party organization on the incompetence of leading officials and to responsibly put forward demands for the removal or replacement of incompetent leading officials.

When Party members put forward demands for the removal or replacement of officials, they shall do so in a serious and responsible manner, in accordance with organizational principles and relevant procedures.

Article 13 Party members have the right to vote within the Party. They have the right to participate in voting when Party organizations discuss and decide on issues in accordance with regulations, to be informed of the relevant situation before voting, and to fully express their opinions during discussions. When voting, they may express approval, disapproval, or abstention.

Article 14 Party members have the right to vote in internal Party elections. They are entitled to participate in internal Party elections, learn about the candidates, demand a change of candidates, vote for none of the candidates, or vote for other persons.

Party members have the right to be elected within the Party, and are entitled to become candidates and be elected through prescribed procedures.

Article 15 Party members have the right to defend themselves within the Party. They have the right to truthfully provide explanations and clarifications to Party organizations regarding issues reported about themselves; when a primary-level Party organization discusses and decides on disciplinary actions against them or makes an assessment of them, they have the right to attend the discussion and defend themselves, and other Party members may testify and defend on their behalf.

Article 16 Party members have the right to put forward different opinions within the Party. If they have different opinions on the Party's resolutions and policies, they have the right to declare to the Party organization that they reserve their opinions on the premise of resolutely implementing them, and may reflect their opinions to higher-level Party organizations up to the Central Committee; they have the right, in accordance with regulations, to put forward different opinions during the process of Party organizations' discussion and decision-making on matters of "three major ones and one big" (major decisions, major personnel appointments and removals, major project arrangements, and large amounts of funds use), or during the process of soliciting opinions, selecting and appointing cadres, and making public announcements, etc.

Party members must not publicly express opinions that are inconsistent with the decisions of the Central Committee.

Article 17 Party members have the right to make requests within the Party. When encountering important issues that require assistance from Party organizations to resolve, they have the right to submit requests step by step to their own Party organization, higher-level Party organizations up to the Central Committee in accordance with prescribed procedures, and to demand that the relevant Party organizations give a responsible reply.

Article 18 Party members have the right to appeal within the Party. If they disagree with the handling, disciplinary action, assessment, or review conclusion given to them by a Party organization, they have the right to file an appeal step by step to their own Party organization, higher-level Party organizations up to the Central Committee in accordance with the prescribed procedures.

If a Party member considers that the handling, disciplinary action, assessment, or review conclusion given by a Party organization to another Party member is inappropriate, he or she has the right to put forward opinions to Party organizations step by step up to the Central Committee in accordance with the prescribed procedures.

Article 19 Party members have the right to lodge complaints within the Party. If their legitimate rights and interests are infringed upon by a Party organization or other Party members, they have the right to lodge a complaint with their own Party organization, higher-level Party organizations up to the Central Committee, and demand that the act of infringing upon their legitimate rights and interests be handled in accordance with regulations and disciplines.

Chapter III Safeguard Measures

Article 20 Party organizations shall determine the content, methods, and scope of publicizing Party affairs in accordance with regulations, so as to ensure that Party members are promptly informed of internal Party affairs.

After the convening of Party congresses, Party conferences, plenary sessions of Party committees, and other important meetings, Party organizations shall, in accordance with regulations, convey the content and spirit of the meetings to Party members. Resolutions and decisions made by Party organizations shall be promptly communicated to Party members in accordance with regulations.

Party organizations shall, in accordance with regulations, provide Party members with the necessary conditions for reading relevant intra-Party documents. For Party members who are unable to read documents directly due to lack of reading ability or other reasons, Party organizations shall, in accordance with regulations, convey the spirit of the documents to them.

Article 21 Party organizations shall convene Party member meetings, Party group meetings, meetings of the branch committee, and organizational life meetings in accordance with regulations, conduct heart-to-heart talks, organize democratic evaluations, and ensure that Party members participate in study discussions, deliberation and decision-making, and engage in criticism and self-criticism.

Article 22 Party organizations shall, in accordance with regulations and in a planned manner, conduct education and training for Party members. They shall carry out in-depth education on the Party's innovative theories, strengthen education on Party spirit and ideals and beliefs, pay attention to understanding and grasping Party members' learning needs, innovate ways of education and training, carry out targeted training on policies, science and technology, management, laws and regulations, etc., and ensure the number of class hours and quality of education and training received by Party members.

Article 23 Before making important resolutions or decisions, Party organizations shall fully solicit opinions from Party members through research, demonstration, consultation and other means, so as to build consensus and pool wisdom within the Party. During the process of formulating the Party's lines, principles, policies, major decisions and arrangements of the Party Central Committee, and important intra-Party regulations, opinions from Party members shall be solicited within a certain scope. When Party organizations at the local and primary levels study and make important resolutions or decisions, they shall solicit opinions from Party members within the scope under their jurisdiction. In general, if there are major differences of opinion, the decision-making procedure shall be initiated only after further investigation, research and exchange of views.

Article 24 Party organizations shall actively make use of Party meetings, newspapers, periodicals, and websites to provide conditions for Party members to participate in discussions on Party theories and policies, express their understandings and experiences, and put forward opinions and suggestions. They shall attach importance to compiling and studying Party members' opinions to strengthen and improve the Party's work. Lower-level Party organizations shall, in accordance with the arrangements of higher-level Party organizations, organize Party members to participate in discussions.

Article 25 Party organizations shall closely align with the characteristics of Party building work in the new era and the requirements for safeguarding Party members' rights, innovate methods and means for protecting Party members' rights, and provide convenient channels for Party members to exercise their rights.

Article 26 When discussing and deciding on matters, Party organizations must adhere to democratic centralism and implement the principle that the minority is subordinate to the majority. Decisions on important matters shall be made through voting in accordance with regulations. Before voting, full discussions and deliberations shall be conducted, and the voting results, different opinions, and the reasons therefor shall be truthfully recorded.

Article 27 Party organizations shall support and encourage Party members to put forward suggestions and initiatives concerning the Party's work. With regard to the suggestions and initiatives put forward by Party members, Party organizations shall earnestly listen to and study them, and adopt those that are reasonable; for those that are of great help in improving work, the Party members who put forward the suggestions and initiatives shall be commended.

Party organizations shall support and protect Party members who tell the truth and report the facts to the organization, and earnestly listen to various differing opinions. With regard to Party members who hold different opinions, as long as they resolutely implement the Party's resolutions and policies, they must not be discriminated against or held accountable; for Party members who hold wrong opinions, criticism, help and education shall be carried out.

Article 28 Party organizations shall improve the system for deputies to Party congresses to maintain contact with Party members, support and ensure that deputies to Party congresses strengthen their ties with grass-roots Party members, understand and reflect the opinions and suggestions of Party members, and listen to the opinions of Party members on their performance of duties. Leading cadres shall earnestly implement the system of directly contacting Party members, go deep into reality and grass-roots units, take the initiative to listen to the opinions and demands of Party members, and promptly respond to the concerns of Party members.

Article 29 When conducting elections, Party organizations must strictly implement the rules of the electoral system and fully reflect the will of the electors.

No organization or member of the Party may, in any way, hinder Party members from independently exercising their right to vote and stand for election within the Party, prevent those who have the right to vote and stand for election from being present, or trace the voting intentions of electors in any way.

Article 30 Where a Party member is placed under residential surveillance in accordance with the law or arrested, the Party organization shall, in accordance with its administrative authority, suspend such Party member rights as the right to vote, the right to stand for election, and the right to be elected. If, based on the disposal results of the supervisory organ or judicial organ, the Party member's rights can be restored, they shall be restored in a timely manner.

During the period when a Party member is under disciplinary probation, he or she shall have no right to vote, right to stand for election, or right to be elected. If a Party member truly shows repentance during the probation period, his or her Party member rights shall be restored upon the expiration of the period.

When a Party member's Party membership is suspended, their Party member rights shall be suspended accordingly. For a Party member whose Party membership has been suspended, if they meet the relevant requirements, their Party membership and Party member rights may be restored in accordance with the prescribed procedures.

Article 31 In the process of inspections, tours of inspection, examinations, and supervisions, Party organizations may, through individual conversations, holding forums, conducting investigations and researches, accepting letters and visits, and other means, extensively collect and listen to the opinions and suggestions of Party members.

Party organizations subject to inspection and supervision shall safeguard the right of Party members to express their opinions and shall not hinder Party members from reflecting problems or making suggestions.

Article 32 Party organizations shall strictly implement all systems for intra-Party democratic supervision, keep supervision channels unimpeded, and support and encourage Party members to carry forward the spirit of struggle and combat all disciplinary and illegal acts as well as unhealthy tendencies. With regard to Party members' criticisms, exposures, accusations, complaints, and relevant requests for handling, punishment, removal or replacement, Party organizations shall promptly and appropriately deal with them in accordance with regulations and give a responsible reply.

Party organizations shall safeguard the rights and interests of complainants and accusers. They must strictly keep confidential the information of complainants and accusers as well as the content of their complaints and accusations, and it is strictly prohibited to transfer the materials of complaints and accusations to the organizations or individuals being complained against or accused. The submission of real-name complaints and accusations is advocated and encouraged. Real-name complaints and accusations shall be handled and disposed of with priority, and the complainants or accusers shall be informed of the acceptance status and fed back the handling results. Those who have made complaints or accusations against serious violations of discipline and law that are verified to be true shall be commended.

With regard to issues reported, accused, or reflected by Party members, no Party organization or leading cadre shall conceal them, fail to report them, or delay handling them. For Party members who report problems through normal channels, no organization or individual shall retaliate against them, arbitrarily investigate them, or take punitive measures such as transferring them from their posts or demoting them.

Article 33 Party organizations shall establish and improve an incentive mechanism to distinguish between mistakes and errors made by Party members due to lack of experience or in the course of taking the lead in trials during reform initiatives, and disciplinary or illegal acts committed with full knowledge of their wrongfulness; distinguish between mistakes and errors made in exploratory experiments where there are no clear restrictions, and disciplinary or illegal acts committed in willful disregard of explicit prohibitions; and distinguish between unintentional faults made in promoting development, and disciplinary or illegal acts committed for personal gain. They shall correctly assess the nature and impact of mistakes and errors made by Party members in their work, handle such cases in a factual, objective and fair manner, and protect the enthusiasm of Party members to take on responsibilities and act boldly.

Article 34: For acts of false accusation and framing, party organizations shall handle them seriously in accordance with regulations and discipline. For party members who have been found to have been falsely accused and it is necessary to clarify, specific issues related to the false accusations should be clarified in accordance with regulations.

Article 35 In the supervision and discipline enforcement against Party members, their rights shall be fully guaranteed, and work shall be carried out strictly in accordance with regulations, disciplines and laws. No means or measures that violate the Party Constitution, Party rules, Party discipline, or laws and regulations shall be used. With regard to the explanations and pleadings made by the Party member himself/herself, as well as the testimonies and defenses made by other Party members, they shall be earnestly listened to, truthfully recorded, and promptly verified; those that are reasonable shall be adopted, and if not adopted, the reasons shall be explained. Party members' truthful pleadings, testimonies, and defenses shall be protected.

The factual materials on which the handling or disciplinary action is based shall be shown to the person himself/herself. The decision on handling or disciplinary action shall be announced to the person himself/herself, and shall include such contents as the Party member's right to appeal and the organization that accepts appeals. The person himself/herself shall sign his/her opinion on the factual materials and the decision; if he/she signs a different opinion or refuses to sign, an explanation shall be made or the situation shall be noted.

Article 36 Party organizations shall conduct follow-up visits to Party members who have been dealt with or disciplined, educating and guiding them to correctly understand and correct their mistakes, let go of their burdens, and work actively. For Party members who have completed the period of influence and performed well, they shall be used normally if they meet the relevant requirements.

Article 37 Party organizations shall earnestly handle Party members' appeals and give a responsible reply. With regard to Party members' appeals, the relevant Party organizations shall conduct reconsideration and re-examination in accordance with regulations and must not withhold them. When the higher-level Party organization deems it necessary, it may directly conduct or designate the relevant Party organizations to conduct reconsideration and re-examination.

Where a case is fully or partially corrected through reconsideration, re-examination, or review, the newly made decision shall be announced within a certain scope. For cases where the handling is correct but the person refuses to accept it, criticism and education shall be given; for those who repeatedly appeal without justifiable reasons, the relevant Party organization shall formally notify the person that no further acceptance will be made and announce this within an appropriate scope.

When a Party member puts forward opinions on the handling, disciplinary action, appraisal, or review conclusion given by a Party organization to another Party member, the relevant Party organization shall carefully study and handle them.

Article 38 Primary-level Party organizations in enterprises, rural areas, streets, communities, etc., shall attach importance to safeguarding the rights of mobile Party members, strengthen and improve the management of and services for mobile Party members, improve the communication and coordination mechanism between the Party organizations in the places of departure and inflow, and ensure that mobile Party members can normally participate in organizational life and exercise their rights as Party members.

Article 39 Party organizations shall care about Party members' ideology, work, study and life, and do a good job in providing care and assistance within the Party. Requests put forward by Party members shall be accepted in a timely manner; those that are reasonable and compliant shall be resolved promptly; for those that are difficult to resolve immediately, explanations shall be given; and those that are not within the scope of the Party organizations' responsibilities may be reflected to the relevant departments.

Chapter IV Duties, Tasks and Accountability

Article 40 Party committees (Party groups) must implement the main responsibility for comprehensively and strictly governing the Party, strengthen leadership over the work of safeguarding Party members' rights, and strictly enforce intra-Party regulations and institutional measures concerning the safeguarding of Party members' rights. They shall clarify the relevant tasks and requirements for the discipline inspection commissions at the same level, Party working organs, directly affiliated units, and Party groups (Party committees) at equivalent levels, urge lower-level Party organizations and leading cadres to perform their relevant duties, and promptly identify and rectify problems existing in the work of safeguarding Party members' rights. They shall publicize intra-Party regulations and policy requirements on the safeguarding of Party members' rights, regularly carry out education on Party members' obligations and rights, and guide the broad masses of Party members to enhance their sense of responsibility and exercise their rights correctly.

Article 41 The Party's disciplinary inspection organs shall assume the responsibility of safeguarding Party members' rights, strengthen supervision and inspection over the performance of duties by Party organizations and leading cadres in safeguarding Party members' rights, accept and handle accusations, complaints and appeals related to the safeguarding of Party members' rights, inspect and handle cases involving violations of Party members' rights, and make decisions on handling or disciplinary actions against, or put forward suggestions for handling or disciplinary actions against, Party organizations and Party members that violate Party members' rights.

Article 42 Party working organs such as the General Office (Secretariat) of the Party Committee, the Organization Department, the Publicity Department, the United Front Work Department, the Political and Legal Affairs Commission, and the Working Committee of Party Organs shall, in light of their own functions and actual work, ensure the implementation of the work on safeguarding Party members' rights; study and solve important issues concerning the safeguarding of Party members' rights within their scope of responsibilities, put forward opinions and suggestions to the Party Committee and Commission for Discipline Inspection at the corresponding level, and create conditions and provide services for ensuring the normal exercise of Party members' rights.

Article 43 Primary-level Party organizations shall play their role as fighting fortresses, strictly implement the regulations and systems concerning the protection of Party members' rights, and ensure that Party members fully exercise their various rights. They shall regularly learn about Party members' opinions and demands, promptly study and resolve them, and when discovering that Party members' rights have been infringed upon, handle the matter in a timely manner or report it to the higher-level Party organization.

Article 44 Leading cadres, especially senior cadres, shall set an example by taking the lead in performing Party members' obligations and correctly exercising Party members' rights, improving their democratic literacy, treating comrades equally, consciously combating the mindset and phenomena of privilege, and fostering a sound atmosphere in which Party members actively exercise their rights.

Leading officials shall take the lead in abiding by and strictly enforcing the laws, regulations and systems concerning the protection of Party members' rights, and support and encourage Party members to exercise their rights normally. The principal responsible persons of Party organizations at all levels shall assume the responsibility as the primary persons accountable, strengthen investigation and research on the work of protecting Party members' rights and the construction of relevant mechanisms, promote the solution of prominent problems, and ensure the implementation of the work of protecting Party members' rights in their respective regions, departments and units.

Article 45 Where a Party organization or leading cadre commits any of the following acts that infringe upon Party members' rights, it or he shall be held accountable in accordance with regulations and disciplines:

(1) Failing to make intra-Party affairs public in accordance with regulations, thereby infringing upon Party members' right to know;

(2) Violating the principle of democratic centralism, suppressing or undermining intra-Party democracy, and making decisions on major issues in violation of regulations;

(3) In such work as democratic recommendation, democratic evaluation, democratic appraisal, assessment and inspection, and intra-Party election, violating organizational principles and using means such as coercion, threat, deception, or solicitation to hinder Party members from independently exercising rights such as the right to vote, the right to stand for election, and the right to be elected;

(4) Investigating Party members for their legitimate exercise of rights such as criticism, exposure, reporting, accusation, pleading, testifying, defending, or appealing; or adopting measures such as obstruction, suppression, or retaliation to hinder Party members from legitimately exercising their rights;

(5) Disclosing information that should be kept confidential, such as information from exposés, accusations, or complaints;

(6) Using review and investigation measures in violation of regulations and laws, infringing upon the legitimate rights and interests of Party members;

(7) Responding passively or shirking responsibility for requests made by Party members in the legitimate exercise of their rights, or failing to promptly resolve matters that can be addressed in accordance with policies or relevant regulations;

(8) Other circumstances involving infringement of Party members' rights.

Article 46 Where a Party member improperly exercises their rights, thereby harming the interests of the Party, the country, and the people, and commits any of the following acts, they shall be held accountable in accordance with regulations and disciplines:

(1) Publicly expressing views and opinions that run counter to the Party's theories, lines, principles, policies, and the major decisions and arrangements of the Party Central Committee;

(2) Failing to conduct criticism, exposure, accusation, or complaint, or put forward demands for handling, disciplinary action, recall, or removal, in accordance with organizational principles and procedures; or arbitrarily spreading or disseminating such information;

(3) Producing, publishing, or disseminating online information or other information that violates Party discipline or laws and regulations;

(4) Fabricating facts or forging materials to falsely accuse or frame others;

(5) Other acts of improperly exercising the rights of Party members.

Article 47 For a Party organization that has committed acts of infringing upon Party members' rights, the higher-level Party organization shall order it to make corrections; if the circumstances are relatively serious, disciplinary responsibility shall be pursued in accordance with regulations.

For a Party member who has committed acts of infringing upon the rights of other Party members, their affiliated Party organization or the higher-level Party organization may impose sanctions by means of ordering the cessation of the infringing act, ordering an apology, as well as conducting criticism and education, ordering a review, or giving a warning and exhortation; if the circumstances are relatively serious, organizational adjustment, organizational handling, or disciplinary sanctions shall be imposed in accordance with regulations.

Article 48 Where a Party organization or leading cadre, in violation of the provisions of the Party Constitution and other intra-Party regulations, fails to perform or incorrectly performs the duty of protecting Party members' rights, thereby causing serious consequences or a bad impact, it or he shall be held accountable by the relevant Party committee (Party leadership group), Party discipline inspection organ, or Party working organ in accordance with the scope of management authority.

Article 49 For a Party member who has been subject to disciplinary action for infringing upon the rights of other Party members, or who has been held accountable for dereliction of duty in protecting Party members' rights, if it is necessary to impose an administrative sanction or other handling measures, the Party organization that made the disciplinary action decision or accountability decision shall notify the relevant unit, and the relevant unit shall, in accordance with the law, impose an administrative sanction or other handling measures; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

Chapter V Supplementary Provisions

Article 50 The Central Military Commission may formulate relevant provisions in accordance with these Regulations.

Article 51 These Regulations shall be interpreted by the Central Commission for Discipline Inspection in consultation with the Central Organization Department.

Article 52 These Regulations shall come into force as of the date of issuance.
